Abstract

The present article provides an overview of the instruments of state support for the agro-industrial complex (AIC) in the Russian Federation and outlines the main problems hindering the industry's development. The study focuses on the key directions of state regulation of the AIC, main support instruments, and funding volumes within the State Program for the Development of Agriculture and Regulation of Markets for Agricultural Products, Raw Materials, and Food. The analysis results presented in the article reflect the growth of gross value added (GVA) and the volumes of state support in the AIC in 2021 and 2022. The article emphasizes the importance of balancing the volumes of state financing for the industry and suggests the presence of problems in the efficiency of its distribution. Key issues requiring attention at various levels are highlighted, such as ensuring food security, digitization and innovation implementation in the AIC, support for agricultural cooperatives, creation and renovation of infrastructure, increasing agricultural profitability, optimizing logistics chains, and improving mechanisms for providing state support.
