The purpose of the article is to analyze the conditions for the formation of statehood in Kazakhstan and the institutionalization of public power based on the application of Alash’s ideas. The current historical situation of the transition period, when the country's leadership is forming a new statehood, determines the demand for a scientifically based system of guidelines for political and legal processes. The new development of Kazakhstan as an effective state with a strong civil society involves the implementation of a number of political and legal initiatives, observing these fundamental directions. These initiatives should be aimed at strengthening the institutions of public power, developing the continuity of state power in Kazakhstan in historical retrospect and at the present stage. The goals of political modernization require a deep and serious scientific analysis of the political and legal possibilities for further state building; one of such directions could be the implementation of Alash’s ideas.
