GOVERNMENT DIGITAL PLATFORM: FROM CONCEPT TO IMPLEMENTATION

Abstract

Annotation. The subject of scientific analysis in the article is the state digital platforms. Starting from the history of the origin of the term «state digital platform», the features of the application of the platform approach for state information systems, including in comparison with commercial platforms, are considered. The aim is to show that government digital platforms can become a «breakthrough»  innovation (innovation disruption), transforming the relations of government, business and society, primarily in terms of reducing interaction costs, increasing transparency and public control over government decisions and the provision of services. The article, based on literature analysis, expert comparison of created foreign and Russian platforms, examines the phenomenon of a digital platform and proposes an author's definition of a state digital platform; classifies and describes various approaches to digital platforms, compares state digital platforms with state information systems (hereinafter referred to as GIS) and with commercial platforms. As a result of the analysis, possible directions for further implementation of digital platforms in public administration in the Republic of Kazakhstan are formulated.
